Non-electric bidet seats get the job done, do not require an electrical outlet near the toilet, and can often be found for under $100. That is a heck of a value proposition. You will not find many non-electric models with warm water, and those that offer it require a very specific bathroom setup. Unless you live somewhere with especially cold tap water, like a mountain town in winter, I would consider the lack of warm water more of a missing luxury than an actual drawback. I have used plenty of non electric, cold water bidets in California and Texas, and the water does not really feel cold. It just does not feel warm. Non-electric bidet seats are a great way to upgrade your toilet on a reasonable budget, and are especially useful for renters who do not have an outlet near the toilet nor the option to add one.
